Both Sides Overstate Case on Net Neutrality

When lawmakers debate the merits of network-neutrality rules designed to promote fair play on the Internet, they often speak in apocalyptic terms. A common Republican refrain is that the rules, adopted by the Federal Communications Commission's three Democrats in December, will trigger a "government takeover of the Internet." During floor debate last week on a GOP-backed resolution to repeal the rules, Rep. Henry Waxman of California, the ranking Democrat on the House Energy and Commerce Committee, warned that enactment of the Republican measure would "end the Internet as we know it."

Suffice it to say that neither prediction is likely to come true any time soon--if ever. The phrase "the first casualty when war comes is truth" applies to partisan conflict as well, and network neutrality and other technology issues have become weapons in the ongoing battle. According to National Journal 's 2010 vote ratings, Congress was more divided along party lines last year than at any other time since 1982, when NJ began tabulating the rankings in their current form. To sell their positions to a fickle public that increasingly relies on Twitter alerts and such online provocateurs as the Drudge Report and The Huffington Post for news, lawmakers have become adept at reducing nuanced communications subjects to easy-to-digest sound bites and stretching the truth, when necessary.

The pattern can also be seen in the periodic rounds of debate about the fairness doctrine. If you're unfamiliar with this rule, that's because the FCC rescinded it in 1987. The doctrine required broadcasters to air opposing viewpoints on controversial issues, and its return would be a blow to conservative talk radio, which would have to balance Rush Limbaugh and other hosts with liberal voices.

Although there's virtually no chance that the agency will reinstate the doctrine, Republicans keep introducing legislation to block its reemergence, and Democrats, including House Minority Leader Nancy Pelosi of California, keep the debate alive by suggesting that it could return.

Rep. Cliff Stearns, R-Fla., a frequent critic of the FCC's net-neutrality rules, agreed that tech policy has become more partisan, especially on the Energy and Commerce panel's Communications and Technology Subcommittee, of which he's a member. "Republicans are trying to show the difference between the two parties in dealing with net neutrality and in dealing with the fairness doctrine," Stearns told National Journal . Nevertheless, he emphasized that other subjects--particularly recent debates over spectrum and broadband--have not divided members neatly along party lines.

Subtleties of policy issues are lost amid finger-pointing.

Stearns conceded that the subtleties of policy issues are lost when both parties become preoccupied with finger-pointing and scoring political points. Asked, for instance, whether small businesses might be vulnerable to anticompetitive tactics without the FCC's net-neutrality rules, Stearns acknowledged, "Yes, there are some nuances about this."

The intense focus on polarized topics such as net neutrality also means that other important regulatory issues facing the telecom industry--including efforts to overhaul intercarrier compensation (the fees that phone companies charge to carry telecom traffic from other providers) and universal service (a $7 billion federal fund that subsidizes phone costs in low-income and rural areas)--are not receiving much attention.

To set the record straight on net neutrality, the new rules permit the agency to act against broadband providers only if they're caught blocking or degrading online rivals. Even then, aggrieved parties would have ample opportunities to defend themselves and could escape sanction altogether if they prove that the interference resulted from "reasonable" management of their high-speed Internet traffic.

Furthermore, the FCC won't take over the Internet, because it can't. The Internet is an amorphous polyglot that doesn't respect international datelines or boundaries, making it as impossible to tame as the mythological Hydra: Cut off one Twitter feed or blog roll and it will instantly grow two more.

And what if the GOP rescinds the agency's net-neutrality rules? Just ask Comcast, which was excoriated by the media and raked over the FCC's coals a few years ago, about the effectiveness of public humiliation in reshaping corporate practices. After it was caught in 2007 interfering with customers using sites that enable the online sharing of movies, television shows, and other content, the company altered its policies. In a sign of just how much Comcast has evolved, it agreed in January to a seven-year net-neutrality commitment--even if the rules disappear--to seal the FCC's approval of its joint venture with NBC Universal.

Regarding the fairness doctrine, President Obama and his FCC chairman, Julius Genachowski, have pledged not to revive it, but that hasn't quieted GOP lawmakers who oppose its reinstatement. Perhaps that's because stoking fear of a resurgence is an effective way to galvanize the Republican base.

Rep. Mike Pence, R-Ind., introduced legislation in 2009 barring the FCC from bringing back the doctrine, and he lists the subject on his website as being among his highest priority priorities, right up there with "energy" and "health care." Yet he's not a member of any committee with primary jurisdiction over the FCC or media policy.

The net-neutrality debate could soon shift to the Senate. George Washington is said to have told Thomas Jefferson that the Framers had created the Senate to "cool" House legislation, just as a saucer is used to cool hot tea. Although the Senate is likely to "cool" the House bill by killing it outright, it's unlikely to cool the rhetoric surrounding network neutrality and other tech issues. Both parties, it seems, have a vested interest in keeping the temperature hot.

2 TEENS ARRAIGNED ON THEFT CHARGES.(Local)

Two youths were arraigned Friday in Rensselaer City Court on charges stemming from an investigation into a series of burglaries in the city of Rensselaer.

A 17-year-old Rensselaer youth was charged with 13 counts second-degree burglary, while a 16-year-old from Troy was charged with nine counts of second-degree burglary, police said.

The defendants' names were not released, police said, because both are eligible for youthful offender status.

The two were remanded to Rensselaer County Jail without bail pending further court appearance.

Police investigated a total of 13 break-ins at dwellings in the city of Rensselaer between Oct. 23, 1985, and March 3, 1986.

WH Smith struggles to reinvent itself as an e-commerce stock of the future t NEWS ANALYSIS One of the most traditional high-street retailers has no choice but to embrace radical change

RICHARD HANDOVER, chief executive of WH Smith, feels his companyis misunderstood. For months now he has been trying to explain hisvision of how Smith's should reinvent itself for the Internet age,but found his audience sceptical.

The City gave the thumbs-down to Smith's pounds 185m deal to buybook publisher Hodder Headline and Smith's shares have been on theslide ever since. Next week the group is set to report its annualresults and the round of questions and answers will begin again. Whatis Smith's trying to be, and how can this most traditional of high-street retailers equip itself for the challenge of the electronicage?

Richard Handover says: "Where Smith should be in five years' timeis not where it is now. But you can't extrapolate this company'sfuture just by looking at its current position. You have to start tothink differently."

Smith has no choice but to embrace radical change. As a mass-market seller of books, music and videos it stands directly in thefiring line of the "virtual" retailers, such as Internet booksellerAmazon.com, that do not have a costly chain of stores to fund. Booksand CDs are already among the most commonly purchased items on theNet. Verdict, the retail consultants, say that of the pounds 1.9bn ofbooks sold in Britain last year, 6.3 per cent were sold on-line. Thatproportion is forecast to rise to 19 per cent by 2003. Prices of best-sellers are also tumbling all the time.

To his credit, Mr Handover has heeded the warning signs and hasstarted to act. Waterstones, the bookselling specialist, and VirginOur Price, the music stores, have been sold. In their place have comea string of deals aimed either at giving Smith the technicalexpertise to sell via electronic channels or providing the "content"for sale.

In 1998 Smith paid pounds 10m for the Internet Bookshop, an onlinebookseller. In February it paid pounds 5m for Helicon, a smallcompany that digitises material for use online and also owns therights to the Hutchinson Encyclopedia, which is being made availableonline. It has launched the inevitable free Net service provider andwill release its subscriber numbers next week.

But the big move came in May when it paid pounds 185m for HodderHeadline, the book publishers whose list of authors includes John LeCarre and Stephen King. The idea is to have the capacity to developbooks and ranges under the WH Smith name that can either be sold asphysical books or made available online. Also, Smith says, it will bemore profitable, as the retailer will be able to take all the profitmargin.

Mr Handover is looking to add further deals that will provide"content" that can be sold online. Education and travel are likely tobe the two areas of priority. His view is that as Net serviceprovision becomes commoditised, retailers and other service providerswill be judged on the quality and exclusivity of their content.

City analysts, who are forecasting profits of pounds 132m, havebeen holding their heads in their hands regarding the move towardsvertical integration. David Jeary at CSFB says: "People didn't likethe Hodder deal because it is a move further down the supply chain.The retail sector has not had a happy experience in that regard withcompanies like MFI and Laura Ashley." His view is that Smith did notneed to buy a publisher outright in order to secure a flow of onlinematerial "They could have signed supply agreements," he says.

He also points to the decision earlier this week by EncyclopediaBritannica to make its volumes available online free to everyone.This is likely to undermine the Hutchinson brand acquired by Smith.

Though Smith shares have fallen from 782.5p in April to 422.5p, MrHandover remains adamant that by buying Hodder now he has got in"ahead of the curve". He points to Hodder's "Teach Yourself..."series of educational books as an example of ranges that can be madeavailable online.

His view is that the Smith name has tremendous trust with parents,schools and students and that this brand strength has great scope forfurther leverage.

A key part of establishing Smith as the main destination foreducational material is furthering links with the Government'sschools policy. Next month, Smith will start holding maths lessonsfor pupils in some of its stores after school. The trial is startingin four stores in the Manchester area, and will involve trained WHSmith staff overseeing a game that improves arithmetic skills. Smithclaims professional teaching qualifications are not necessary to takethe classes.

Smith is also in talks with the Government about the possibilityof holding parents' evenings at its stores. It is also thinking aboutpaying teachers to come to its shops on Saturdays to provide adviceto parents on books and the school syllabus. Though Smith stressesthe educational benefits of these initiatives, it will have its tillsopen when the children and parents come in, so there is an obviouscommercial spin-off.

While Smith explores the online opportunities and attempts toestablish itself as the main retailer for educational products, it isaware that it needs to change its stores to adapt to the digital age.As one analyst says: "They have really got to be more of a lifestyleretailer. They've got to put the fun back into the stores whilebuilding on their educational heritage and brand trust."

Smith is starting to make moves in this direction. It has improvedstore layouts, but analysts say the product ranges have not keptpace. As one analyst puts it: "Smith's problem is that it doesn't adda huge amount of value to many of the products it sells. It you wanta particular book or CD it doesn't really matter where you go to getit."

Broadcasters are to introduce advertisements tailored to thetastes of individual viewers by using information gathered frompostcodes, viewing preferences and customer research. The move isdesigned to halt the drift from television to the internet.

BSkyB is trialling a scheme called AdSmart in which adverts willbe stored on customers' Sky+HD set-top boxes and transmitted during"live" viewing. It aims to roll out the scheme next year.

However there are fears that "addressable advertising" could bean invasion of privacy and aggravate viewers. BSkyB promised thatits 10 million subscribers would receive targeted adverts only withtheir permission.

Television advertisers are fighting to maintain influence overconsumers who are used to receiving targeted advertising when theyplace a keyword search into Google. An estimated 50 per cent of alladvertising spend is wasted, and agencies that buy televisionadvertising space are supporting BSkyB's initiative in the beliefthat more relevant commercials might prevent viewers' channel-hopping during breaks.

A BSkyB spokesman said: "A single male might see an advert for aMondeo but the family next door could see an ad for a people-carrier. We could deliver localised ads. And we can update adcampaigns." BSkyB added that it would not target customers byanalysing which programmes individual viewers watch, nor buy in dataabout their purchasing habits.

Despite a late rally in the London market to limit the falloutfrom yet more gloom within the tech sector, the FTSE 100 indexclosed down 25.6 points at 5588.4. At one stage the Footsie hadslumped 90 points following its 114 point fall on Wednesday.

The damage was also reined in late in the afternoon as WallStreet reopened more positively, the Dow Jones industrial averagetrading up more than 30 points by the London close.

Telecom equipment firms Spirent and Marconi were among the majorcasualties, with market professionals wondering whether they arelikely to follow the lead of Canadian giant Nortel and make theirown profits warnings. Spirent closed down 21.75p at 362.25p andMarconi, which has been savaged already this week, dipped another18p to 355p.

Marconi shares have racked up a 52 per cent loss up to now in2001 as sellers are increasingly doubting it can stay immune fromthe US telecoms fallout. It is also believed Deutsche Bank'sanalysts have downgraded their earnings per share forecasts for theBritish company to 17.7p from 19.1p for 2001 and to 19.4p from 23.6pfor 2002.

One senior trader commented: "If you look at some of these newestimates you could say that Marconi still looks expensive comparedto European rivals." There have also been recent profits downgradesin the sector recently on the likes of Alcatel and Ericsson. Othertelecoms fallers included Colt Telecom, off 54p at 770p, Vodafonedown 7p at 197p, and Cable & Wireless giving up 10.5p to 474p. Thetelecoms sector as a whole was responsible for 20 points of theFootsie's drop.

Software group Misys fell 29p at 508p, and computer services firmCMG dropped 28.5p at 638p. Baltimore Technologies, the internetsecurity business, slumped 6.25p, or 6.7 per cent, to 87.25p.

Peter Chambers, chief investment officer at Gartmore InvestmentManagement, said: "I suspect that an awful lot is priced into thesemarkets, but there may well be a few more months of profit warningsin the United States.

"We've got a situation where the markets will only finally bottomout when the earnings position becomes a little bit clearer."

Among the retailers, biggest story of the day was the latestmassive restructuring at Marks & Spencer, heavy job cuts helpingprompt a seven per cent rise in the shares to 266.5p.

Also doing slightly better was Kingfisher, the Woolworths to B&Qretailer, whose shares advanced 4.25p to 457p, while electricalsstores group Dixons firmed the same amount to 265p.

Supermarkets group Safeway increased 9.5p to 326p, rival Tescofell one penny to 248.5p, while chemists chain Boots was 12pstronger at 631p.

There was bad weather for holiday groups Airtours and FirstChoice after the Office of Fair Trading warned the pair they couldface legal action over their refusal to co-operate with theregulator's probe into cancellation charges.

The announcement, which also involved Thomson Holidays and JMCHoldings, sent Airtours's share price 14p lower at 274p, while FirstChoice dipped 6p at 140.5p.

Other fallers included bars group Po Na Na, which lost 25p at90p, after saying recent trading at its largest venue, theHammersmith Palais, had been disappointing and would affect full-year profits.

Ahead of today's Competition Commission public meeting in Londonon the proposed merger of Lloyds TSB and Abbey National, Britain'ssecond biggest mortgage lender, Lloyds shares added 2p to 688p,while Abbey also added 2p to 1092p.

Elsewhere in the banks, Royal Bank of Scotland, still suffering afusillade of criticism about bonus payments to leading directorsbecause of the takeover of NatWest Group, jumped 62p, or four percent, to 1567p. Halifax was 6p to the good at 710p, HSBC drifted 3pto 815p, Barclays advanced 58p to 2145p and Bank of Scotland was off3p at 682p.

Media stocks came under pressure on a more cloudy outlook fortelevision advertising revenues, traditionally one of the keyindicators of business confidence.

Carlton Communications, subject to recurrent City rumours of apossible profits warning, slid 20p, or 4.8 per cent, to 395p.Scottish Radio Holdings, whose flagship stations are Radio Forth andRadio Clyde, fell 15p to 1350p after bearish comments on advertisingin its latest trading update.

Traders said cyclical and defensive stocks with solid earningsstreams were continuing to come into favour. One trader said: "Whatmoney coming into this market right now seems to be finding its wayinto stocks with visible, dependable yields."

ATHENS, Aug 12 Reuters - Greece's Olympic 200 metres champion Costas Kenteris faces
a disciplinary hearing that could bar him from the Athens Games after he missed a drugs
test.

On the eve of the opening ceremony, the International Olympic Committee said it summoned
Kenteris, the hosts' best medal hope and a national hero, after he and fellow sprinter
Katarina Thanou failed to show for scheduled tests on Thursday.

Thanou, silver medallist in the 100 metres at Sydney four years ago, will also attend,
said IOC President Jacques Rogge, who has ordered "zero tolerance" for drugs cheats in
Athens.

"I have called for a disciplinary hearing into the Greek athletes. The process has
started rolling," he told reporters.

It was not immediately clear when the hearing would be.

And there was added drama for the Greek pair when a spokesman reported they had been
injured in a motorbike accident late on Thursday night. No further details were available.

Kenteris's exclusion would be a national calamity in Greece.

But a senior Olympic official told Reuters that, if he had failed to turn up, he was
a "fool" who "deserved" to be barred.

A Greek team spokesman said Kenteris and Thanou missed the tests on Thursday evening
because team managers let them leave the Olympic Village before drug inspectors arrived.

The drama swept the Games city, with some young volunteers bursting into tears at the
news Kenteris was under a cloud. Greek television broke into programs to report developments.

"It seems he (Kenteris) didn't turn up for a test which, to me, is absolutely stupid,"

an Olympic official said on condition of anonymity.

"If he didn't turn up, he's a fool and he deserves to be out."

But a senior world athletics official said the pair seemed to have been victims of
a breakdown in communication among Greek team officials and should therefore escape sanction.

"According to our information the Greek team leader was informed but not the athletes.

To our mind this doesn't constitute a refusal," said Istvan Gyulai, secretary-general
of the International Association of Athletics Federations (IAAF).

A missed drugs test is normally treated as a failed test and leads to immediate suspension
from competition.

The Greek team said it had made a written appeal to the IOC to give the two athletes
more time to undergo tests. Athens is the first Olympics at which a new, tougher, unified
doping code has been in force.

A ban for Kenteris would be a sharp reverse for Greek hopes for a grand Games after
a late spurt of impressive preparation and construction had silenced critics of Athens'
sometimes chaotic build-up.

His standing among home fans has been likened to that of Australian runner Cathy Freeman
at the Sydney Games.

Many had hoped that Kenteris, 31, would be given the honour of lighting the Olympic
flame at Friday's opening ceremony.

It is not the first time that Kenteris, who rarely competes outside major championships,
has been involved in controversy over regulations.

In March last year, the Greek authorities cautioned his coach Christos Tzekos for failing
to tell them about a training trip Kenteris made to Qatar. Under IAAF regulations, athletes
must tell the governing body of their whereabouts at all times.

Kenteris is the only man to win the Olympic, world and European 200 titles.

He first attracted attention in 2000 when he set a national record of 20.25 seconds,
improving his time to 20.14 in Sydney then to 20.09 when he became the surprise winner
before going on to take the world and then European titles.

The New South Wales government is considering banning samurai swords and machetes,
saying such weapons have been used by criminals in violent assaults.

The state government has announced a review of prohibited weapons and says it has destroyed
30 tonnes of weapons since a NSW gun amnesty was introduced last October.

New South Wales Police Minister JOHN WATKINS says the five-yearly full review of the
state's prohibited weapons law will include possible additions.

Mr WATKINS says he wants the review to consider whether swords, including samurai swords,
medieval blades and machetes, should also be banned.

While it was illegal to carry swords under the New South Wales knife possession laws,
it is not illegal to own, buy or sell them.

IT is time that women are empowered to lead and participate more actively in the vital decisions that affect society and the nation because there are a host of issues which women can play a decisive role, especially those relating to war and peace in a turbulent world. The peace making process is one thing, but there are other areas such as environment, rural and resource development and politics in which greater involvement by women will make the world a better place. Women make up a substantial proportion of the labour force and without them working in various sectors, a modern economy will be crippled.

Even though women have made tremendous progress over the last century, the recognition and implementation of women's rights are unevenly spread - advanced in some countries particularly those which are developed, satisfactory in some and downright unsatisfactory and dismal in others. On a global basis and if we take into account that the majority of women are living in the Third World, a lot still needs to be done to further uplift their status, accord them their legitimate rights and due recognition given for their potential contribution to the world's betterment.
If a place is ripped apart by war, the pathetic image of a woman cradling her child in her arms while shuddering in a shelter to escape the fighting cannot but move us to tears. And yet those who are responsible for making war often evoke images of military valour to inspire their followers, while ignoring the plight of women and children caught in the vortex of the fighting and killing. This has happened throughout history and is tragically still happening now in some places although we have now entered the 21st Century along with the marvels of the Internet, hand phones and the K-Economy. This calls for new thinking among those who are deeply concerned with what is affecting the women of today. It is apt therefore, as advocated by Datuk Seri Dr Siti Hasmah Mohd Ali, that women be directly involved in the decisions that create war, the conduct of war as well as what happens after the fighting is over. Women are only directly involved in war only after crucial political decisions have been made, weapons distributed and the fighting has started.

This is tragic because women and children endure the most painful suffering in an armed conflict, and it does not matter who wins or loses. The statistics cited by Dr Siti Hasmah in her paper on the impact of war on women and children at the Second Meeting of the Regional Steering Committee on Economic Advancement of Rural and Island Women in Asia Pacific are shocking. According to the UN High Commissioner for Refugees, between 70 and 80 per cent of the refugees today are women and children and that at least two million Arab children are refugees, and nearly four million are displaced. Women non-combatants in a military conflict are especially vulnerable and helpless because of the threat of rape and other forms of abuse.

There is this touching story of how an elderly woman managed to stop the fighting between a group of American and German soldiers in Europe during the Second World War and got them together to have a peaceful dinner on Christmas Day. She succeeded in doing this because she reminded them of their own mothers even while they were enemies goingfor each other's throats. If men have failed to bring peace to the world, they should step aside and let their mothers, wives and sisters do the job.

Fed: Downer offers condolences to family of Israel attack victim

CANBERRA, Aug 10 AAP - Foreign Minister Alexander Downer today directed the Australian
Embassy in Tel Aviv to provide what help it could to the family of a Melbourne girl killed
in a terrorist attack in Israel.

Mr Downer said he was horrified by the attack and that there could be no justification
for such an act.

"Terrorism in all its forms must be condemned," he said in a statement.

"I wish to convey personally, and on behalf of the Australian Government, my sincere
condolences to the families of the killed and injured, particularly the family of 15-year-old
Malki Roth, originally from Melbourne.

"I have directed the Embassy in Tel Aviv to provide whatever support they can in this
dreadful situation."

Mr Downer said he agreed with United Nations Secretary-General Kofi Annan that attacks
against civilians violated international and humanitarian law.

"The use of violence can only result in further acts of violence, creating a spiral
that can only exacerbate the suffering of innocent civilians on all sides," Mr Downer
said.

"I recognise that President Arafat of the Palestinian Authority has denounced this
cowardly attack.

"We call on the Palestinian Authority to exert all efforts to stop such attacks and
to bring to justice the perpetrators."

GOLD COAST, Qld, Dec 23 AAP - A tourist drowned, unnoticed by fellow travellers, today
after being dropped off by a tour bus driver at an unpatrolled section of beach north
of Surfers Paradise.

The man, believed to be aged in his early 20s and of Indian descent, was among a group
of tourists dropped off at the beach on The Spit, near Sea World.

Gold Coast City chief lifeguard, Warren Young, said a lifeguard at the nearest flagged
area, more than 500 metres away, drove to the tour group to warn them to swim between
the flags about 3pm (AEST) today.

"When he drove down they came out," said Mr Young.

"Then they did a head count and said there's some one missing."

"They didn't even know this person was missing until the lifeguard went down there
to tell them to swim between the flags."

The body of the missing man was recovered a short time later.

Mr Young said he could not understand why the driver had chosen the area for a swim.

"I think it is disappointing that a tour bus company or a bus operator would pull up
in a bus with people, not knowing their skills in the ocean, and not search for a flagged
area," he said.

"To me this is probably one of the more preventable things."

It is the first drowning on the Gold Coast this summer.

Senators have crossed the political divide today to pay tribute to former Labor Senator
JOHN QUIRKE, who resigned this week due to health problems.

Senator QUIRKE, aged 49, has been a senator since 1997 after eight years in the South
Australian state parliament and is a keen factional player.

He suffers from a severe type of diabetes which leaves him dependent on daily insulin injections.

South Australian Liberal Senator ALAN FERGUSON has described Mr QUIRK as a slick political
operator and a straight shooter.

He also praised Mr QUIRKE, a father of four, for his decision to resign in the interests
of his family.

Labor Senate leader JOHN FAULKNER says Mr QUIRKE is a long-standing and loyal member
of the ALP and has always performed his Senate duties with enthusiasm.

And New South Wales National Party Senator SANDY MACDONALD says Mr QUIRKE is one of
the most popular senators and a decent man with decent policies.

Mr QUIRKE was first appointed to the Senate in 1997 to fill a casual vacancy but won
his seat at the 1998 election and wasn't due for re-election until 2005.

SYDNEY, Dec 27 AAP - A Sydney ironman was knocked off his surf ski by one of three
sharks cruising off Maroubra beach today.

Glen Cowdrey was knocked off his surf ski by a shark believed to be as long as three
metres late this afternoon.

A spokesman for the Surf Life Saving Sydney organisation said two other two-to-three
metre sharks were also posing a danger to surfers at the beach.

Boats and a helicopter are now being used to shepherd the sharks away from the beach.

Shortly afterwards, Coogee beach was closed to swimmers and boardriders after several
more sharks were spotted offshore.

BRISBANE, Aug 13 AAP - The 40 folk of the Queensland hamlet of Ubobo won't hear of talk
that their one Telstra pay phone should be removed.

Mustered by general store owner Dave Woods, Ubobo's population - mainly comprising dairy
farmers and timber loggers - took their case to federal and state MPs when they found out the
phone's future was under review.

But Telstra denied today it had decided to remove the phone box from the south-eastern
township, and said the device would probably stay.

Ubobo, in a picturesque valley nestled between two ranges south of Gladstone, comprised Mr
Woods' store, a Country Womens Association hall, a school of 17 students and nine dwellings.

It has no mobile phone coverage, spelling trouble for people travelling through the area -
especially considering the area floods frequently.

The nearest towns of Builyan and Many Peaks - 19km and 21km south on dirt roads - and
Calliope, 50km to the north, were too inconvenient, Mr Woods said.

"We have got private and business phones connected, but folk living out(side) of Ubobo
don't, and they have to contact places, such as Centrelink," he said.

Mr Woods said the township felt under siege from a range of issues, and if the phone box
was removed it would be the last straw.

"It's further erosion of rural services that's happening Australia-wide," Mr Woods said.

Mr Woods said the community had received no satisfaction through "official channels" so it
approached federal Nationals MP Paul Neville (Hinkler) and state MP Liz Cunningham
(Independent, Gladstone).

"We're only small so they're treating us as local hicks," Mr Woods said.

A Telstra spokeswoman said the telco had not yet entered into any discussions with Ubobo
representatives about the phone box.

But she said Telstra would not necessarily remove the box and had simply posted a routine

BRISBANE, Feb 5 AAP - The inland Queensland town of St George is now on its own after
floodwaters submerged the only road out of town late on Sunday night but not before a
mass evacuation of its population.

The residents fled ahead of Tuesday's expected 15-metre flood peak - 1.5 metres higher

MELBOURNE, Feb 6 AAP - The worst of Victoria's weekend flash flooding appears to be
over, with emergency workers now moving in to assess damage.

Fears were strong overnight for the township of Koo Wee Rup and surrounding areas,
with 170 people registering at a local relief centre.

On Saturday, paramedics helped relocate 50 patients from the Koo Wee rup Hospital to Melbourne.

The Australian Greens will move to establish an inquiry into the Securency international
banknote bribery scandal.

Federal authorities in a number of Asian and African countries have launched investigations
into Securency International, the company accused of bribery to induce officials in a
number of countries to use its banknote products.

The Reserve Bank of Australia (RBA) has a half-share in Securency International.

Greens MP ADAM BANDT will introduce a motion in the lower house calling for an independent
inquiry.

CANBERRA, Feb 19 AAP - US ambassador Robert McCallum has hit out at supporters he says
are painting an unduly sympathetic portrait of David Hicks, a man who left his children
behind when he went to train with militants in the Middle East.

Mr McCallum, who last week described Guantanamo Bay inmates like Hicks as ruthless
fanatics who would kill in the blink of an eye, defended his right to speak about the
detainees.

"I'm always kind of surprised that those who view things from a perspective that is
favourable to Mr Hicks are allowed to talk about whatever they care to and make whatever
allegations they care to," he said.

But Mr McCallum said when he spoke on behalf of the many American citizens traumatised
by the September 11 terrorist attacks it was viewed as prejudicial.

"(We are told) we cannot talk about anything because it might prejudice the case," he said.

Treasurer Peter Costello weighed into the debate yesterday when he claimed that Hicks
could easily have killed Australian soldiers if he hadn't been caught by coalition forces.

Hicks' US military lawyer Major Michael Mori accused Mr Costello of knowing nothing
about the facts of the case and trying to demonise his client.

"Obviously he is just going into this trying to demonise David Hicks and not speaking
of reality," Major Mori told Southern Cross Broadcasting.

"He ought to ask for a briefing by Australian Federal Police and see if that's what
their investigation turned up."

Adelaide-born Hicks, 31, has been in the US military prison in Cuba for more than five
years since being picked up in Afghanistan in late 2001.

He has yet to be formally charged with anything, despite Prime Minister John Howard
last month setting the US a deadline of mid-February.

A convening authority is currently considering the charges recommended by prosecutors
- attempted murder and providing material support for terrorism - and Hicks is likely
be formally served with the charges within a few weeks.

Mr McCallum says he believes the deadline has been met.

"I certainly believe that the executive branch has done everything in its power to
meet the expectations and deadlines set by the prime minister," he said.

The case is a growing political headache for the government, which is now suggesting
Hicks could be home by the end of the year - either as a free man, if acquitted, or to
serve any prison term, if convicted.

Mr Howard is facing a backlash from coalition backbenchers who realise the issue is
generating growing concern in the electorate.

Mr McCallum suspects that is due to the publicity offensive waged by Hicks supporters,
who he says are painting an unduly sympathetic portrayal of the Muslim convert who is
accused of having trained with al-Qaeda.

"The legal strategy is to try to get your particular sympathetic points out and preclude
anyone from debating them," he said.

Mr McCallum said Hicks was presented as a father but no mention was made of what had
happened to his children when he ventured overseas.

"You can talk about the detainee's family, that he had multiple children, and not address
the issue of whether he left those children behind and whether he continued to provide
support for those children while he was out engaged in armed hostilities against innocents,"

he said.

However, Mr McCallum said he sympathised with what Hicks' father, Terry, was going through.

"I think that what one has to do is respect Mr Hicks' father, Terry Hicks, what any
father would be going through," he said.

"(What we need to do is) debate this on a broader basis, not with respect to David
Hicks individually."

FED:Somare takes indefinite medical leave

SYDNEY, April 19 AAP - Papua New Guinea Prime Minister Sir Michael Somare says he will
vacate his office to take indefinite medical leave and has backed his deputy Sam Abal
to stand in for him.

Sir Michael was in Singapore to celebrate his 75th birthday and undergo what he said
was a minor medical operation following a two-week suspension from office for financial
misconduct.

In an emailed statement on Tuesday, Sir Michael said Abal, who had served as PM in
his place, would continue the job.

"The country is in good hands and, while I am pleased that the period of my suspension
is now over, I will remain on medical leave until further notice," he said.

"I take this opportunity to once again thank all the visitors and well wishers including
those who are praying for my return to good health and speedy recovery.

Mr Somare said he was visited in hospital by foreign minister Kevin Rudd, where the
pair discussed a possible visit by Mr Rudd to PNG in May.

"During this period of infirmity, I was also fortunate enough to be visited by my former
Australian colleague," he said.

"We discussed various issues surrounding my health, and the possibility of a visit
by Mr Rudd to PNG in May this year. I reassured him that he is a friend of PNG and we
will be looking forward to his visit."

Sir Michael was suspended from office on April 4 following the judgment of a specially-convened
international tribunal which found him guilty on 13 charges of failing to fill in financial
forms correctly.

The charges dated back 20 years.

Sir Michael was expected to return to work on April 19.

Last week, there were reports Sir Michael was gravely ill in Singapore, but the 43-year
veteran of PNG politics and self-described Grand Chief called the national broadcaster
to say he was only being hospitalised for minor surgery.

News of the departure of President Zine el-Abidine Ben Ali electrified an Arab world whose residents have increasingly complained of governments that seem incapable of meeting their demands.

President Zine el-Abidine Ben Ali left Tunisia on Friday amid growing chaos in the streets, French diplomats said, and the prime minister went on television to say he was in charge.
A French Foreign Ministry official said the authorities did not know where the president had gone, and representatives of the president were not immediately available to confirm the report.

News of the departure of Mr. Ben Ali electrified an Arab world whose residents have increasingly complained of governments that seem incapable of meeting their citizens' demands and bereft of ideology save a motivation to perpetuate themselves in power.

"We hope that what happened in Tunisia could happen in other Arab countries where leaders and kings have rusted on their thrones," said Abeer Madi al-Halabi, a newscaster on New TV, a Lebanese station that supports leftist causes.

Mr. Ben Ali, who came to power 23 years ago and ruled through a police state, dismissed his cabinet in the afternoon and called for new legislative elections to be held in six months.

In his speech later on state television, the prime minister, Mohamed Ghannouchi, a longtime ally of Mr. Ben Ali and in office for 11 years, said, "As the president of the republic is unable to exercise his functions for the time being, I have assumed, starting now, the powers of the president."

That announcement followed an extraordinary back-and-forth between the government and protesters. After the president tried to placate the protesters on Thursday with promises of more freedom, including a right to demonstrate, tens of thousands rushed into the streets of central Tunis on Friday to take advantage of his pledge by calling for his ouster.

But when the protesters led a funeral procession through the streets, the police finally moved to disperse the crowds, brutally beating demonstrators and raining tear gas on Boulevard Bourguiba.

The government announced the cabinet dismissal and offered early elections soon after the police moved in on the crowds, but news agencies said it also declared a state of emergency forbidding new demonstrations and warning that those who disobeyed would be shot. There were reports of gunfire in the center of the capital on Friday evening, The Associated Press reported.

The reports that the president had left surfaced soon after that, as did the televised address by the prime minister.

The anti-government protests began a month ago when Mohammed Bouazizi, a college-educated street vendor, committed suicide by setting fire to himself in protest of his dismal prospects amid Tunisia's poverty.

But the mounting protests quickly evolved from demands for more jobs to demands for political reforms, focusing mainly on the perceived corruption of the government and the self-enrichment of the ruling family. The protests were accelerated by Tunisia's large group of educated young people, who used social-media sites like Facebook and Twitter to call for demonstrations and to circulate videos of each successive clash.

Some demonstrators also cited the evidence of cables from the U.S. Embassy in Tunisia that were released by the anti-secrecy group WikiLeaks providing vividly detailed accounts of the first family's self-enrichment and opulent lifestyle.

Since their beginning, the protests have been closely followed by Arabic-language networks, as well as social Internet media like Facebook and Twitter. Hours after Mr. Ben Ali's reported departure, messages were posted to Facebook celebrating the fall of one of the Arab world's heaviest handed dictatorships.

"The most important thing is that we got rid of the dictator, Ben Ali, and his family. Thank God!" said one comment posted on a Facebook group called Tunisia.

Smaller protests, many of them over rising prices and economic conditions, have already taken place in countries like Egypt, Algeria and Jordan. Egypt, in particular, seems to bear at least a passing resemblance to Tunisia: a heavy-handed security state with diminishing popular support and growing demands from an educated, yet frustrated population.

"It's the creeping realization that more and more people are being marginalized and pauperized and, increasingly, life is more difficult," said Rami Khouri, director of the Issam Fares Institute for Public Policy and International Affairs, at the American University of Beirut. "You need little events that capture the spirit of the time. Tunisia best captures that in the Arab world."

The crowd that gathered in the streets on Friday morning on Avenue Bourguiba was celebrating its confidence that change was at hand. "Victory, victory, until the government falls," protesters chanted.

"Bouazizi you are a hero!" they shouted. "The people of Tunisia have won!"

Tunisia had not seen demonstrations like this since Mr. Ben Ali came to power in a bloodless coup. Tunisians have been accustomed to living under a police state that countered unauthorized public gatherings with arrests and possible torture. Dozens died over the past week as security forces -- including snipers, witnesses say -- fired on protesters.
